Of course it depends on wich technique you are going to use,
but essentialy it will be the same colors and materials.
mAYBE ill post wich especific materials you need for an especific
technique, but here are the basics.
Check out on my older posts how some techniques are done,
I think they're in spanish, i'll try to translate them as soon as
I can.

Brushes:
It depends on the details or size of you painting,
but i use soft nylon professional brushes no.2, no.5, no.10
you may want to use another kind of brushes, there are flats too,
but you can ask wich one is better for watercolors or for oil painting.
Basic colors:
-White (Plain white)
-Black
-Scarlet red.
-Medium Yellow.
-Navy Blue.
and that's it, now you have to learn how to mix them , and you'll get familiar to them and
their properties, like when to stop mixing, when to add water, when it need a little bit more of a color, etc.
This will save you money, you will make your desired colors, but some of them are dificult to make so you may have to buy them (like the neon ones).
Basic mixes of color:
-red+white= pink
*the more red or the more white is the tone.
-red+yellow=Orange
*you can add white to make it lighter or more red or yellow or just a little mini tiny
drop of black to make it darker.
-red+blue= purple
*It will be like a deep purple, almost brownish.
*You can make it lighter with white, and make it bluer or pinkier
by adding more blue or red.
-Blue+Yellow=Green
* It may be a light green
*You can make it lighter with white, or more intese light with yellow, darker
with just a little mini, iny tiny drop of black, or an armi green with a little blue
-Blue+Red+Yellow= Brown
*Make it darker or lighter with blue, white or black.
*Make it darker or lighter with blue, white or black.
-Black+white= grey
